17th ENCATC Conference

0917th ENCATC Conference (October 21 – 24, 2009, Barcelona, Spain). Organized by ENCATC in close cooperation with the University of Barcelona this major event brought together more than 250 professionals from many countries in order to discuss creativity and innovation in the field of education and training in cultural management.


The ambition of ENCATC is to organize a major event in the framework of the year 2009, European year of “creativity and innovation through education and culture”.

With more than five million people working in culture, the cultural sector makes a substantial contribution to the EU’s economy, growth and employment. The Commission seeks to promote culture as a catalyst for creativity. Encouraging creativity is in line with the Lisbon Strategy because of the importance of the cultural sector to the economy. Indeed, according to one groundbreaking Commission-funded study, it contributed approximately 2.6% to the Union’s GDP in 2003, with growth in this sector being significantly higher than that of the economy in general between 1999 and 2003.

Moreover, the cultural and creative sectors have indirect impacts on the European socio-economic environment and the achievement of the EU’s goals. One such impact is that the cultural and creative sectors foster innovation in other sectors of the economy.

Secondly, the cultural and creative sectors are crucial for the further development of information and communication technologies, which are a key component of the Lisbon Strategy because they provide content to fuel digital devices and networks. A recent study carried out for the Commission on ‘Interactive Content and Convergence’ foresees that, by 2010, revenues from on-line content will reach €8.3 billion, a growth of over 400% in five years.

Thirdly, the cultural and creative sectors have a multiple role to play in local development, as they constitute a powerful catalyst for attracting tourists, are of strategic importance for growth and employment in cities and regions and have significant social impacts at local level in terms of social regeneration and cohesion.

The annual conference was designed and implemented by ENCATC together with ENCATC members University of Barcelona and Diputacio de Barcelona, and with the support of the the Fundacio Autor, the Department of Culture and Communication of the Catalan Government, the Ministry of Culture of Spain, the Institute of Culture of Barcelona, as well as the European Commission and the European Cultural Foundation.

The event’s program was composed of the following strands:


  • - The Forum of Young Cultural Policy Researchers: A platform for early career cultural policy researchers from different countries the opportunity to meet with their fellow researchers, to present their recent research projects, and to discuss topical research issues regarding content and methodology with senior researchers.
  • - The Cultural Policy Research Award (CPRA): A 10.000 Euros research award targeting young academics, researchers and policymakers, and awarded by the Riksbankens Jubileumsfond and the European Cultural Foundation (ECF) in partnership with ENCATC.
  • - The ENCATC Annual Conference with its usual sessions: Keynote speeches, round tables, workshops, study visits, and receptions, amongst other issues.
  • - The ENCATC Students’ Conference: Designed for 60 European students from the ENCATC education centers. In addition to their activities’ program in Barcelona, the students are also welcome to all ENCATC main conferences, workshops and study visits.
  • - The ENCATC General Assembly: this institutional annual meeting was particularly important this year as new members were elected to the ENCATC Board.
  • - The annual ENCATC Working Groups’ meetings: these sessions assessed the working groups’ activities over the past two years, and defined their respective programs for 2010.
  • - The Annual Symposium of the Catalan Association of Cultural Managers (APGCC). The activities were shared with the 600 members of this very active professional association.


As part of the core program of the Annual Conference, the event organizers proposed 10 interesting study visits in and outside Barcelona.
